MOTIONS FOR BALLOTED DEBATE

†Insurers (Reorganisation and Winding Up) (Lloyd’s) Regulations 2005—The Lord Ahmed to move, That an Humble Address be presented to Her Majesty praying that the Regulations, laid before the House on 20th July, be annulled (S.I. 2005/1998).

September 2005

Statutory Instrument 2005 No 1998 has lain on the table for 40 days and potentially becomes enforceable, by default. However, there are various conflicting Rules within the House of Commons as to the required timing of an objection. The SI was posted on our website on the 22nd July, together with EU 2001/17/EC. The British Government/Treasury/Lloyds will undoubtedly claim that they are only conforming to EU 2001/17/EC; ergo the First Council Directive 73/239/EEC of July 1973.

SAFE has in the meantime steadfastly kept to its mandate and tried to create a single entity to deal on behalf of the Names, believing that one Group of Names will be a stronger force, which the Government / Lloyds will find difficult to ignore.

To this end SAFEhas conferred with as many of the other groups that we know of, see below, (any we may have missed, sorry but please make contact with us).

  • American Names Group ~ Chris Starkey:
  • European Names Association ~ Michael Anstey:
  • The Hardship Initiative ~ David Durant:
  • RTYAG ~ Ken Grant-Coker:
  • Stephen Garside Bsc FCA FRSA ~ representing his clients:

All of whom have agreed to work together with us in order to prepare the necessary documentation for Lord Ahmed of Rotherham our Chairman of the APPG and Alan Keen MP the Vice Chairman to present to the respective houses after the summer recess.

Lord Ahmed and Alan have been kept informed of the situation during the recess and various conference calls have taken place between us. Lord Ahmed agreed to lay the prayer, as long as it is correctly prepared, and we will be meeting with him on his return from America during the week beginning the 5th September.
